The principle of association, as every one knows, involves that whenever two things have been associated sufficiently together, the suggestion of one of them to the mind shall immediately raise a suggestion of the other. It is in virtue of this principle that language, as we so call it, exists at all, for the essence of language consists, as I have said perhaps already too often, in the fixity with which certain ideas are invariably connected with certain symbols. But this being so, it is hard to see how we can deny that the lower animals possess the germs of a highly rude and unspecialised, but still true language, unless we also deny that they have any ideas at all; and this I gather is what Professor Max Muller in a quiet way rather wishes to do. Thus he says, "It is easy enough to show that animals communicate, but this is a fact which has never been doubted. Dogs who growl and bark leave no doubt in the minds of other dogs or cats, or even of man, of what they mean, but growling and barking are not language, nor do they even contain the elements of language."

Dr. B. Dernburg says that the one-sidedness of the Belgian inclination is indicated by the placing of all Belgian fortresses on the eastern frontier. The distinguished statesman (apparently confused by the ardor of discussion) has already in another article, published in The Independent of Dec. 7, 1914, placed Antwerp at the mouth of the Rhine; today he places Namur on the German frontier, whereas that fortress is situated near the frontier of France. There are three fortresses in Belgium--Antwerp, Liege, and Namur. Antwerp is in the north, Liege in the east, and Namur in the south. Namur, being near the French frontier, could menace Germany only in case the Germans should have penetrated about one-third of Belgium. It is, in fact, a fortress against France.

By the light of that fire a weird and almost tragic scene took place. Miguel came up to me, and said in a dramatic tone that for the sake of his wife and children I must let him go back, as we were marching to sure death. If I did not let him go back ... here he took his forehead between his hands--"God help me!" he said, and he burst into tears. He said he did not wish for his pay, as he had not fulfilled his contract. Whatever he had on his person he was willing to give me if I would only let him go back. I said I wished him to keep all his possessions, and as he did not wish to go along with me I would certainly let him go back the next morning. He would then also receive the pay according to the time he had been with me. Miguel went back near the fire, where he cried for some time. Accustomed to deal with Brazilians, I perceived that Miguel thought my promises too good to be true.
